The new loader works by checking for a "slide" flag, and if it ends in
".skp", then we treat the slide name as a URL and try to pull it in with
an HTTP request and parse it as an SkPicture.
It is the user's responsibility to copy or link skps into their
canvaskit server directory.

Sets UIPinchGestureRecognizer and UISwipeGestureRecognizers and
passes the result down to the sk_app::Window. To simplify detection,
swipes take precedence over pans, and pans require a single touch.
This is less flexible for the app, but in most cases I think is
what we want.

Current strategy: everything from the top
Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

Turns out lots of tools had two copies of many of these flags.
Some GN and .cpp file refactoring to make sure when flags are
present in a binary, they do something in that binary.
I think this finally finishes the flag refrag.

The SkFontData type is not exposed externally, so any method which uses
it can be updated to use smart pointers without affecting external
users. Updating this first will make updating the public API much
easier.
This also updates SkStreamAsset* SkStream::NewFromFile(const char*) to
std::unique_ptr<SkStreamAsset> SkStream::MakeFromFile(const char*). It
appears that no one outside Skia is currently using SkStream::NewfromFile
so this is a good time to update it as well.
