0482ced2cd Revert "Update isolate binaries and update isolate recipe" 
This reverts commit 8bc327bffb.

Reason for revert: Isolate tests step in CT_ bots taking 5x longer.

e0f7e164ee Roll recipe dependencies (nontrivial). 
This is an automated CL created by the recipe roller. This CL rolls recipe
changes from upstream projects (e.g. depot_tools) into downstream projects
(e.g. tools/build).

f94514b0ff [recipes] Copy file, isolate, swarming, swarming_client from build.git 
Rename swarming -> skia_swarming.
Some required heavy modification to remove other dependencies on modules
in build.git.

Expected changes:

- RECIPE_MODULE[build::<module>] -> RECIPE_MODULE[skia::<module>]
- No more runit; directly run through Python.
