SkImageFilters::Paint did not use every slot of the SkPaint, with only
its color, alpha, color filter, and shader having a meaningful effect on
the image filter result. It was always blended into a transparent dst,
so blend mode wasn't very relevant, and it was always filled to whatever
required geometry, so stroke style, path effect, and mask filters were
ignored or not well specified.
Color, alpha, and color filter can all be combined into an SkShader, so
a more constrained SkImageFilters::Shader provides the same useful
capabilities without as many surprises.
SkImageFilters::Paint still exists, but is deprecated to be removed
once I've confirmed clients aren't depending on it.

When mapping bounds in the forward direction, return the target rect of
the picture (fCropRect). This matches the behavior of SkImageSource
which can be considered to be semantically similar.

When reverse mapping bounds through SkDisplacementMapEffect, we need to
consider both the color input and the displacement input because they
could both directly, or indirectly, reference the source.

Note: The polarity of the staging flag is inverted from usual because
a G3 dependency with no SkUserConfig.h relies on the legacy API.
Once this lands, we will migrate them and others, then remove the
staging API. The inverted staging flag is kind of nice, actually - I may
use that pattern in the future. It means less total CLs and it's just as
easy to flip the bit on or off during debugging.

This fixes a large number of SkSL namespaces which were labeled as if
they were anonymous, and also a handful of other mislabeled namespaces.
Missing namespace-end comments have been added throughout.
A number of diffs are just indentation-related (adjusting 1- or 3-
space indents to 2-space).

result, if a recording context is passed in. This ensures that
all nodes (including SkImageSource) remain on the GPU, or go
directly there if we've got a GPU-backed skif::Context.

When the CTM contained a "mirroring" operation - for example
scale(-1, 1) or scale(1, -1) - the radius of the morphology filter would
end up negative, essentially disabling the filter.
When mapping the radii, use the magnitude of a vector built from each
component of the radii instead of considering the radii as a plain
vector.

This folds the source SkSpecialImage, that was previously passed in as
an argument to filterImage(), into the filtering Context. This allows
the Context to provide convenient access to backend properties that
are only accessible through the source image, but makes it clear in
calling code that the actual pixels of the source image are not needed.
IMO this improves readability in implementations that previously had
functions that would take a 'src' and an 'input' image, but would only
really process the input image's pixels.

This moves OutputProperties' fields into Context and decouples SkSpecialImage
makeSurface() functions from SkImageFilter_Base.
It adds a utility makeSurface() function to Context that calls the SkSpecialImage
functions. Currently that requires the source image to be provided to it.
In a later CL, Context will hold the source image and this makeSurface() function
will be even simpler to use.

We must keep alpha sanely [0,1].
This makes the existing clamps unconditional, which seems the most
compatible with our clients' expectations, and which makes the CPU
backend agree with the GPU backend.
I'm not sure I've got a more principled reason to clamp than those.
Clamping means we can't really concatenate these into a new matrix
filter ever, deleting a bunch of code supporting that and a few
unit tests that thought we could.
(Good candidate for a user-defined effect with user-defined clamping.)
