2dda4b6563 Allow Mangler to be used outside of Inliner.
It now lives in the Compiler instead of the Inliner, and we have a
pointer to it inside the Context. I also took the opportunity to remove
a few unnecessary #includes from Context and fixed up the fallout from
this.

POTENTIALLY IMPORTANT FOOTNOTE: DSLWriter has its own Mangler object
inside of it. I experimented with removing this and having it share the
Mangler object inside the Context, but this caused failures in
"testThreading" and "testpersistentcache" CQ bots; the Expected and
Actual images would mismatch. (The Expected would be missing some
draws.) This particularly affected some blur-related tests which are
likely to be GaussianConvolution--i.e. it uses DSL.
This might be a canary in the coalmine for some quirky DSL threading
issue? e.g. using the same Context on two threads at once?

4a5e22a8c8 Further unified error handling between SkSL and DSL
This eliminates the SkSL ErrorReporter class and funnels everything
through the DSL ErrorHandler. Since the DSL error handler can be
changed, this required a number of updates to ensure that things work
properly in the face of custom error handlers. There is probably more
work to be done in that area, but this at least passes all existing
tests.

c1a98b8736 Move shader caps into SkSL context.
Previously these existed in each Program, but they are unchanging for
the lifetime of the Compiler. Also, their presence in the Context will
allow the SkSL::Setting class to access them outside of the IRGenerator.

Also, removed some code which allowed the IRGenerator to support null
shader-caps; this never actually happens. (The Compiler asserts that
they are non-null; the GLSL code generator uses the caps bits without a
null check, etc.)

b30151eb73 Add a reference to the ErrorReporter to the SkSL Context.
This will allow errors to be reported outside of the IRGenerator more
easily (without passing around an ErrorReporter object).

54e7c056d9 Separate out built-in SkSL types into their own struct.
Previously, these were in SkSL::Context directly. This change doesn't
remove them from the context entirely, but it gives them a dedicated
subclass and firewalls them off from the rest of the context.

ad2d494272 Replace SkSL::Type constructors with named factory functions.
This makes it much easier to understand what sorts of types we are
creating.

This has some minor repercussions for the SPIR-V code generator, which
actually created temporary Types on the stack occasionally, but these
were simple to fix.

e659214bc6 Revamped handling of SkSL node kinds
Moved the actual field into the base class, changed all of the enums
into non-overlapping enum classes, and finally renamed Type::Kind to
fix the ambiguity there.

c0bd9f9fe5 rewrite includes to not need so much -Ifoo
Current strategy: everything from the top

Things to look at first are the manual changes:

   - added tools/rewrite_includes.py
   - removed -Idirectives from BUILD.gn
   - various compile.sh simplifications
   - tweak tools/embed_resources.py
   - update gn/find_headers.py to write paths from the top
   - update gn/gn_to_bp.py SkUserConfig.h layout
     so that #include "include/config/SkUserConfig.h" always
     gets the header we want.

c7ad40f76f Remove SK_SUPPORT_GPU checks in tool-only code
Most of this is (obviously) not necessary to do, but once
I started, I figured I'd just get it all. Tools (nanobench,
DM, skiaserve), all GMs, benches, and unit tests, plus support
code (command line parsing and config stuff).

This is almost entirely mechanical.

93ba0a4fc8 Switch SkSL to std::string
On desktop, this saves just over 5% of the time in the SkSL compiler.

As written, the code will now build either way, so it's much easier to
switch back (or even have some platforms use SkString, if that's ever
required).
