Control everything with gSkUseSkVMBlitter, and that via --skvm flags.
We aren't skipping sprite blitters on the bots because
they're using the #define instead of the --skvm flag.
Might as well go all-in on the runtime flag now that
we have it... no need for the custom build jobs.

This CL fixes a bug in the logic that checks whether there's an image mounted on the attached iOS device.
Currently this is determined by checking whether strings "ImagePresent: true" or "ImageSignature:" are present in the output of command "ideviceimagemounter --list". However, these strings do not match the command's actual output:
# No image mounted.
$ ideviceimagemounter --list
Status: Complete
# Image mounted (fake signature for illustrative purposes).
$ ideviceimagemounter --list
ImageSignature[1]:

As is, the recipe fails to detect that an image is already mounted on the attached iOS device. The recipe then tries to mount one, which makes the "ideviceimagemounter" command fail with "Error: ImageAlreadyMounted". The following example shows how to reproduce this error:

Checking for presence of string "ImageSignature" in the ideviceimagemounter command's output seems to solve the problem.
In the process I also discovered that self._run() requires keyword argument stdout=self.m.raw_io.output() in order to return the command's output. As is, the returned stdout is always blank.

- Patchset 12 reproduces the bug. See the failing tryjob.
- Patchset 13 tries the fix. See the successful tryjob.

This generally makes things tidier (e.g. perf_skottietrace.py no longer
needs special logic so that the app is only installed once), and it
means iOS can install only the app that's going to be run instead of

Chromium now requires the 10.15 SDK
(https://bugs.chromium.org/p/chromium/issues/detail?id=1023913), which
breaks the CommandBuffer bot because it's trying to compile with XCode
10.3, which provides the 10.14 SDK.
What's worse, due to reasons I don't fully understand, after failing to
compile CommandBuffer due to the dependence on the 10.15 SDK, the ninja
out dir is poisoned for future compiles that don't depend on the 10.15
SDK.

std::call_once() will trigger false positive races without
a libc++ (specifically __call_once()) built with TSAN itself.

Since we've moved compilation to a Debian10 Docker container, the
resulting binaries won't run on Debian9 unless we also run them in a
Debian10 Docker container.

It seems like we see quite a few "force quarantined" bots when pushing
resources to the device fails. Rewrite copy_directory_contents_to_device
to use the _adb method, which automatically retries.

Currently, if no test step data is provided for a step that uses an
output placeholder, the placeholder evaluates to an empty string. After
that CL lands, the placeholder will instead evaluate to None, breaking
any non-mocked code that assumes a non-null placeholder result.
There were dozens of places where these env var fetches would've needed
mocking, so I figured it was easier to just silently handle the case
where the placeholder backing file doesn't exist. Especially for trivial
cases like these environment variable fetches where the backing file is
a temporary file created just for that step (no `leak_to` argument
specified), it should be impossible for the backing file to not exist
unless you're doing some really weird stuff.

We've failed to get these bots to report where issues happen
any more finely than the name of the executable, which makes
them a real pain to fix when they go red.
We don't expect we'll be able to run cleanly in this mode for
long without bots enforcing it, so remove support from GN too.

Some of these compilers seem to misdiagnose correct use of
if (tryAcquire()) {
release()
}
as releasing a lock that hadn't been acquired, but newer compilers
seem just fine. Let's just turn it off until they can be upgraded.
No bug for the Chromecast builders I can see, but here's the Macs.

If you just use the right compiler driver wrapper, recent NDKs automate
lots of the stuff we used to have to do ourselves.
Simplifying further, bump baseline ndk_api from 16 (Jellybean) on 32-bit
machines and 21 (Lollipop) on 64-bit to 21 across the board. This makes
using libc++ a lot easier, as it hooks into a bunch of APIs that were
added in 18 and 21. There's probably some way to work around this, but
the easiest thing is to just roll up.
Tested building {x86,arm}x{32,64} from a Linux host,
and running { arm}x{32,64}.
Kind of flailing around in later CLs trying to get linking not to hang
on Windows. I figure it's got something to do with lld?

To work around skia:8709, I'm moving the DDL tests to IntelIris640. The
ASAN jobs still show memory leaks in the driver, but at least I can
identify which calls are leaking and suppress the LSAN warnings.
Adds an SK_ENABLE_SCOPED_LSAN_SUPPRESSIONS define that indicates that
the LSAN header files are available, which is set in recipes for the
Linux ASAN builds. Adds __lsan::ScopedDisabler in four locations for
two Vulkan API calls:
- CreateGraphicsPipelines in GrVkPipeline::Create and
GrVkCopyPipeline::Create
- CreateDescriptorSetLayout in
GrVkDescriptorSetManager::DescriptorPoolManager::DescriptorPoolManager
constructor (2 calls)
Also adds a regular suppression for libxcb.so.

ANGLE's build requires a file copy. Nema's build requires a dir copy. CMake
uses a different command for each. gn does not distinguish which. We make
a guess that happens to work for these two use cases based on the whether
the base file name of the src contains a '.'

If you previously set skia_vulkan_sdk or relied on VULKAN_SDK
in the environment, now set skia_use_vulkan = true instead.
We still need the linux_vulkan_sdk asset for Test/Perf bots.

Originally this started as a bump to r18, the latest stable release.
That's why each packages goes up two versions, from r17 -> r18 ->
r19-beta2.
But our ASAN bots started failing with r18, and despite quite a bit of
investigating, I've been unable to find anything wrong with our code.
Luckily, r19 is coming soon, and it looks like its beta2 works fine.
I think we should just skip r18.

The old win_toolchain script required a Chromium checkout, and
extracted portions of the win_toolchain from that to build the
Skia asset. Instead, use the depot_tools script that assembles
a toolchain from a locally installed MSVC.
The create script doesn't do that, but relies on the user to
run that script first. Automating everything would be a nice
follow-up.
With the new strategy, the toolchain directory is simpler, and
no longer contains the depot_tools kruft or extra directories.
Adjust the bot scripts accordingly. (Renaming the directory to
win_toolchain from 't' would be a nice touch, too).
Finally, I built the new toolchain with the updated process,
and included the ARM64 compiler and libraries, so we can set
up a bot to build Windows ARM64.
