c0bd9f9fe5 rewrite includes to not need so much -Ifoo
Current strategy: everything from the top

Things to look at first are the manual changes:

   - added tools/rewrite_includes.py
   - removed -Idirectives from BUILD.gn
   - various compile.sh simplifications
   - tweak tools/embed_resources.py
   - update gn/find_headers.py to write paths from the top
   - update gn/gn_to_bp.py SkUserConfig.h layout
     so that #include "include/config/SkUserConfig.h" always
     gets the header we want.

8f4d2306fa remove SK_SCALAR_IS_[FLOAT,FIXED] and assume floats
To keep the CL (slightly) managable, this does not make any changes to
existing macros (e.g. SkScalarMul). Just tackling #ifdef constructs this
time around.

e4fafb146e Use DEFINE_TESTCLASS_SHORT macro in tests.
The three version of DEFINE_TESTCLASS macro is deprecated and thus just
use the simple, short one.

30d90ebe7c Use x*0 instead of x!=x to detect non-finite values, since x*0 also detects infinities
and it is faster (at least faster in SkRect::set).

Add unittest for SkRect::set to see that it correctly detects NaN and infinities.

5ae777dcad rename sk_float_isNaN to sk_float_isnan to match related functions
add sk_float_isinf returning non-zero if the argument is +/- infinity
