Refactor the implementation to decouple frame generators
(FrameGenerator: cpu, gpu, picture) from frame consumers (FrameSink:
png, skp, mp4, null).
Add a GPU frame generator using async readbacks. Unlike other
generators, which execute on a thread pool, selecting the GPU generator
forces single-thread execution.
Also add a couple of backend-specific build targets (skottie_tool_cpu,
skottie_tool_gpu) to facilitate binary size experiments.

* Skia GN can now build the Dawn backend without depending on Dawn
native, provided that webgpu_cpp.h/webgpu_cpp.cpp is provided by
emscripten.
* Split gpu.js into webgl.js and webgpu.js. None of the CanvasKit API
functions are wired up to WebGPU yet so it will use the CPU renderer.
* Added new macros and GN args to distinguish between WebGPU and WebGL
builds in CanvasKit, instead of relying on Skia GN args.
* Renamed CANVASKIT_NO_ALIAS_FONT macro to CK_NO_ALIAS_FONT to match
style.

This adds mostly-functional compute shader output to SkSL. This does not
add overall compute shader support to Skia; it still needs to be
integrated into the Skia pipeline before it is possible to actually use
compute shaders in practice.

That reason this CL was reverted in the first place is that it broke the Android roller - perfetto.h could not be located.
We now disable the use of perfetto for Android in the gn_to_bp.py script, so the roller should be good to go.

- Introduced the SK_ENABLE_WGSL_VALIDATION macro which is currently only
enabled when skslc gets compiled when using the `skia_compile_sksl_tests`
setting.
- SkSLCompiler::toWGSL now validates its output using Tint's WGSL reader
structures based on conditionally compiled code depending on the
SK_ENABLE_WGSL_VALIDATION flag.
- Fixed `warning: use of deprecated language feature: struct members should be separated with commas"
warnings that were generated for HelloWorld.wgsl.

Graphite code snippets can be moved into these files; they will be
compiled once at build time and dehydrated for later use. This allows us
to avoid synthesizing and compiling them in each shader where they are
referenced. (Unfortunately, the GPU driver will still need to compile
them each time.)

This removes the required dependency on our JSON code. In the Bazel
rules, this dependency is pushed down into sksl instead of required
by the cc_binary rules.
It adds a stub version of SkVMDebugTrace.cpp and removes
SkVMDebugTracePlayer unless the appropriate GN or Bazel flag
is set (skia_enable_sksl_tracing and enable_sksl_tracing,
respectively). There was an existing #define that CanvasKit
used (CK_INCLUDE_SKSL_TRACE) and this was changed to
SKSL_ENABLE_TRACING.
Users of //:skia_core no longer need to specify a JSON dep,
if sksl needs it (e.g. for tracing), then it will specify
the dependency.

gn flag `skia_compile_modules` now compiles the `sksl-precompile` binary
and generates dehydrated data. gn flag `skia_compile_sksl_tests`
now compiles `skslc` and builds the SkSL test corpus, but does not
generate dehydrated data. (skslc uses the raw sksl_xxxxx.sksl inputs
directly, not the dehydrated data, so this is safe.)

We needed to do a trick to convince GN to work with a file that had two
extensions (`.dsl.cpp`). We no longer compile fragment processors, and
we definitely don't compile them into DSL code, so this trick is
obsolete.

This lets us differentiate SkQP from other testing harnesses (like DM or
Viewer) at runtime.
This allows us to change strictness or deactivate tests when SkQP is
running. Previously we had a macro SK_BUILD_FOR_SKQP for this, but this
did not work on a local skqp binary; it only activated when compiling
for Android.

We only want to run pass/fail unit tests on SkQP. Gold image support has
been removed.
In this CL, the command-line argument for render tests has been left
as-is to avoid breaking scripts which rely on it. This can be removed in
a followup. The Java binding continues to exist as a no-op.

It fixes the #if SK_GL which was causing the Android roll
to fail.
This disables unit tests on Test-Ubuntu18-Clang-Golo-GPU-QuadroP400-x86_64-Release-All-TSAN_Vulkan
which were consistently crashing with OOM.
