There was only one virtual method, so switch that to a bool stored in
the base class. The derived types exist as hints for the reader, and an
easy way to adjust how the new localToDevice is constructed.
With this change, we don't need SkSimpleMatrixProvider. SkMatrixProvider
is concrete, so we can use it directly. SkOverrideDeviceMatrixProvider
no longer needs the original provider for anything, so remove that
parameter. It now exists solely to inhibit the hitsPixelCenters flag.
Fix a few spots (SkParticleBinding, some sites in SkRuntimeEffect) where
we used SkSimpleMatrixProvider, even though the local coordinates being
passed did not obey the hits-pixel-centers constraints.
Most importantly, document how localToDeviceHitsPixelCenters works.

replaces "src/gpu/GrSurfaceDrawContext.h" #includes with
"src/gpu/v1/SurfaceDrawContext_v1.h" and reorders
replaces "class GrSurfaceDrawContext;" with
"namespace skgpu { namespace v1 { class SurfaceDrawContext; }}"
replaces "GrSurfaceDrawContext*" with "auto" where possible
replaces "rtc" with "sdc"
replaces "surfaceDrawContext" with "sdc"
replaces GrSurfaceDrawContext with skgpu::v1::SurfaceDrawContext
reflows parameters as needed
This CL does not try to:
make skgpu::v1::SurfaceDrawContext V1-only
minimize the skgpu and/or skgpu::v1 prefixes
Those two tasks will be accomplished in follow up CLs. This CL is just trying to get the bulk of the mechanical changes comprehensibly landed.

Marks its methods const and lifts the breadcrumb list out into
function arguments. This is one more step toward the final vision
where GrTriangulator just has an allocator and control knobs, and
everything else is functional.

Unlike TriangulateSimpleInnerPolygons, this new method *always*
succeeds. It works by introducing a concept of "breadcrumb" triangles.
The breadcrumb triangles serve as a glue that erases T-junctions
between the outer curves and inner polygon triangulation.
This CL also introduces a test to verify the breadcrumb triangles
actually guarantee to eliminate T-junctions. It works by cancelling
out shared edges in the combined breadcrumb triangles and inner
triangulation, and then verifying that the resulting edge list is
bit-for-bit identical to the outer edges from the original polygon(s).

clip to the render target's logical dimensions is fine).
This also removes GrNoClip and GrFixedClip::Disabled() since they are
replaced with just nullptr.
By allowing nullptr to represent no intended clipping, it makes it easier
to require GrClip and GrAppliedClip objects to know about the dimensions
of the device. If we required a non-null clip object to represent no
clipping, we'd have to have an instance for each device based on its
size and that just became cumbersome.

Renames the provider to SkMatrixProvider, which is now also able to
provide the local-to-device matrix. Everywhere that does paint
conversion and FP generation now has access to the entire matrix
provider, instead of just the CTM.
This will allow the SkSL FP (and others) to fetch other matrix state.
