This patch adds per-benchmark-iteration times to our JSON output. Given that we
already collect these statistics, giving them to the user would be nice.
No unit-test provided, since `rgrep -i json tests` yielded nothing. Happy to add
one if someone wants.
BUG=None.
TEST=nanobench now writes per-run timinings with the output JSON.

It is moved to src/utils. It is almost a tool, but has two uses in
src/ports.
The existing SkOSFile.cpp is left empty for the time being since it is
mentioned in Chromium's BUILD.gn for Skia.

Got to keep our precious data in event of a crash.
With --flushEvery 10 I'm not seeing this cost any wall time.

--key describes the type of run (describes the line on the chart), --properties
describes the run itself (describes the dot on the chart).
We'll pass --properties gitHash <git hash> build_number <build number> --key
... to nanobench from the bots.
And... delete a whole lot of dead code.

We're moving away from BigQuery for storing results so the output doens't have to conform to BQ requirements, which allows simplifying the format. Also stop parsing the filename for information and pass in buildbot parameters explicitly.
Adds the following flags to nanobench:

Always build the tools with JSON, but either build our own
or use the system's.
Rename skia_build_json_writer to skia_use_system_jsoncpp,
since we now always build with JSON.
Remove SK_BUILD_JSON_WRITER, which was only there so
we could build without JSON it in the framework.

For now, remove json functionality and do not depend on json. This
allows us to build and run until solving skbug.com/2448.
bench/DeferredSurfaceCopyBench.cpp:
Include GrRenderTarget last, so SK_SUPPORT_GPU will be set properly.

which is the case for the Android framework build.

Generate bench/Android.mk.
platform_tools/android/gyp_gen/gypd_parser.py:
Skip dest_dir when checking for include_dirs.

Build bench/Android.mk when building external/skia.
platform_tools/android/gyp_gen/tool_makefile_writer.py:
Add a parameter for putting the binary into /data/local/tmp.
