This also tries to work around some surprising behavior on macOS, which
may cause attributing space glyphs to character 9 instead of 32.
This also updates the gdi character to glyph mapping for non BMP
characters on Windows 10. This forces all uniscribe script analysis to
simple to get just the default cmap mapping without shaping.

Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

CoreGraphics does not provide a means to get the original font data for a
CGFont, only the tables. As a result, Skia pieces the font data back
together when requested. The most awkward part of this is choosing the
first four bytes, and the CTFont suggestion seems to often be wrong.
This change doublechecks the selection of 'typ1', prefering to use 'OTTO'
if there are no 'TYP1' or 'CID ' tables. These sorts of fonts are
extremely old and unlikely to be in current use. It appears that CTFont
may report that it has this format if it is an 'OTTO' font with very few
glyphs. If Skia serializes such a font with 'typ1' as the first four
bytes, CoreGraphics will not create a CGFont from the resulting font data.

Part of the Typeface test is Android specific and tests that the Android
legacyMakeTypeface returns nullptr when called with a non-null family
name and there is no match. A new FontMgrAndroidLegacyMakeTypeface test
is introduced to test this and also properly test creating one with
SkFontMgr_Android_CustomFonts.

and tweak a few unit tests to bail out early when they do
- create FontStyleSet and SkTypefaces once
- abort early from FontHostStream if we can't openStream()
- implement SkTestTypeface::onCreateFamilyNameIterator()
with SkOTUtils::LocalizedStrings_SingleName() so FontNames passes
- pin out-of-range glyph IDs to zero in SkTestTypeface

All known callers of SkTypeface::MakeDefault call it with kNormal and
the only users specifying kNormal explicitly are in Skia, so remove the
parameter. There appear to be no users of SkTypeface::MakeFromTypeface,
so remove it. The current alternative is SkFontMgr::matchFaceStyle which
can do a better job anyway.

This was created by looking at warnings produced by clang's
-Wzero-as-null-pointer-constant. This updates most issues in
Skia code. However, there are places where GL and Vulkan want
pointer values which are explicitly 0, external headers which
use NULL directly, and possibly more uses in un-compiled
sources (for other platforms).

SkFontArguments::VariationPosition may be over specified. If there are
multiple values for a given axis, ensure the last value specified is
used, since that's what css-fonts-4 requires.

Now that there may be multiple font managers in a process the typeface
ids must be unique across all typefaces, not just unique within a font
manager. If two typefaces have the same id there will be issues in the
glyph cache. All existing font managers were already doing this by
calling SkFontCache::NewFontID, so centralize this in SkTypeface.
