isConstant really means "has a known value at compile time", but for
variables declared with "const", the two meanings had been conflated.
There were several ways for this to produce surprising error messages.
The included unit test crashed before removing the override, and now
passes.

Current strategy: everything from the top
Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

Most of this is (obviously) not necessary to do, but once
I started, I figured I'd just get it all. Tools (nanobench,
DM, skiaserve), all GMs, benches, and unit tests, plus support
code (command line parsing and config stuff).
This is almost entirely mechanical.

The ultimate goal is to end up with "float" and "half", but this
intermediate step uses "highfloat" so that it is clear if I missed a
"float" somewhere. Once this lands, a subsequent CL will switch all
"highfloats" back to "floats".

On desktop, this saves just over 5% of the time in the SkSL compiler.
As written, the code will now build either way, so it's much easier to
switch back (or even have some platforms use SkString, if that's ever
required).
