Added this as an option to GrSaturateProcessor (also renamed it to

1) It correctly handles GPs that have a local matrix
2) It applies its rectangle after the child FP's coord transform. It makes
the child's transform be a no-op and the builder will no longer insert code
or uniforms for the child transform. The domain effect adds its own coord
transform with the same settings as the child's original transform. The result
is that the generated code only has one coord transform matrix and that matrix
is applies in the vertex shader. The previous version of this effect applied
the transform in the fragment shader.

When iterating over the coord transforms or texture samplers of a
FP also have access to the owning FP.
Pass a coord transform range to GPs rather than a pointer to an
iterator.

Now that the UniformHandlers can accept SurfaceProxies directly, there's
no need to have the restricted type on TextureSampler anymore. This will
make them one step closer to compatibility with GrSurfaceProxyView.
While making these changes, several effects performed their own source
coord normalization by peeking the texture. I updated these to just
use the proxy's backing store dimensions.

I'm gearing up to add a GrBackendFormat to GrPrimitiveProcessor::TextureSampler so this CL just reduces the API surface area I'll need to alter.
The GrFragmentProcess::TextureSampler changes just keep it aligned with its "twin".

Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

Implemented for image shaders, image draws, and gradient shaders.
Reimplement GrFragmentProcessor::OverrideInput as GrOverrideInputFragmentProcessor.fp.
It allows specification of whether the replacement input color should be
a literal in the shader code or a uniform. For above use case use with literal white.
Make key in variables in fp files work for 4f colors.
Fix issue in CPP code gen from .fp where when + key vars that pushed multiple values
into the shader key only skipped the first key value when the when condition is not
true.

We'd really like to converge on SkRGBA4f everywhere. This CL continues
to store GrColor4f in the GPU backend, but changes the constantColor
optimization logic to use SkPMColor4f.
GrColor[4f] have "unknown" alpha type, but in this context, they are
nearly always premul, so let's take advantage of our SkRGBA4f type
safety. We lose some of the semantic benefits and helpers that are
present in GrColor4f (OpaqueWhite, TransparentBlack).
The biggest thing that would probably help is a direct path to/from
bytes (GrColor).

Fold its functionality into GrPrimitiveProcessor and GrFragmentProcessor.
Make each have its own TextureSampler nested class. Currently the only
difference is that fragment processors lose the ability to inject their
samplers into the vertex shader. However, this facilitates refactoring
GrPrimitiveProcessor's TextureSampler class such that the textures are
specified separately from the TextureSampler.

Uses the built-in local matrix code instead trying to bake it into the
path instance data. If we find a case that can benefit from this type
of optimization in the future, we can use something like a texel
buffer and send in all of the coord transform data -- not just the
local matrix.

Auto-allocated IDs mean that the IDs depend upon the order in which
classes happen to get initialized and are therefore not consistent
from run to run. This change paves the way for a persistent shader
cache by fixing the IDs in an enum.

The ultimate goal is to end up with "float" and "half", but this
intermediate step uses "highfloat" so that it is clear if I missed a
"float" somewhere. Once this lands, a subsequent CL will switch all
"highfloats" back to "floats".
