This CL is mostly mechanical. It:
replaces "src/gpu/GrSurfaceDrawContext.h" #includes with
"src/gpu/v1/SurfaceDrawContext_v1.h" and reorders
replaces "class GrSurfaceDrawContext;" with
"namespace skgpu { namespace v1 { class SurfaceDrawContext; }}"
replaces "GrSurfaceDrawContext*" with "auto" where possible
replaces "rtc" with "sdc"
replaces "surfaceDrawContext" with "sdc"
replaces GrSurfaceDrawContext with skgpu::v1::SurfaceDrawContext
reflows parameters as needed
This CL does not try to:
make skgpu::v1::SurfaceDrawContext V1-only
minimize the skgpu and/or skgpu::v1 prefixes
Those two tasks will be accomplished in follow up CLs. This CL is just trying to get the bulk of the mechanical changes comprehensibly landed.

This is part one of two CLs. In this CL, I put a
sk_sp<GrArenas> on GrRenderTargetProxy where GrArenas wraps
a SkArenaAlloc to add ref counting. Creating
a GrOpsTask shares the GrArenas with the ops task. When an
GrOpsTask is destroyed, it nulls out the fArenas sk_sp on
the GrRenderTargetProxy to limit the life span of the arenas.
New plumbing was added to GR_DRAW_OP_TEST_DEFINE to allow a
proper GrSurfaceDrawContext to be passed to GrAtlasTextOp's
GR_DRAW_OP_TEST_DEFINE so the arena will have a proper lifetime.
The second CL will work on replacing GrOpsTask's fAllocators
system with the shared arena.

A null clip represents no high-level clipping is necessary (the implicit
clip to the render target's logical dimensions is fine).
This also removes GrNoClip and GrFixedClip::Disabled() since they are
replaced with just nullptr.
By allowing nullptr to represent no intended clipping, it makes it easier
to require GrClip and GrAppliedClip objects to know about the dimensions
of the device. If we required a non-null clip object to represent no
clipping, we'd have to have an instance for each device based on its
size and that just became cumbersome.

believe that, in the context of a graphics library, "tessellation"

that triangulate things on the CPU to call it "triangulation".

The biggest mismatch between these and SkTHash{Map,Set,Table}
is the old ones provide Iter and ConstIter, the new ones foreach().
This CL,
- adds foreach() methods to the old types,
- replaces all uses of ConstIter with foreach(),
- replaces most uses of Iter with foreach(),
I'm leaving one spot using Iter to walk the table and remove its
elements for its own CL... it'll be a little more complicated to get
that right.
From there it should be straightforward to turn SkTDynamicHash
into a thin wrapper over an SkTHashTable.

From now on, sample counts always refer to the number of actual color
samples, and render targets don't have separate color and stencil
sample counts.
If mixed samples support is available when making a
"GrAAType::kCoverage" draw, then an op may attach and use a mixed
sampled stencil buffer internally. But this will all be invisible to
the client.
After this CL, we temporarily won't have a mode to use nvpr with mixed
samples. That will soon be fixed by a follow-on CL that enables nvpr
with mixed samples in the normal "gl" and "gles" configs.

This CL:
replaces GrProxyRef with sk_sp
streamlines GrIORefProxy to be more like SkRefCntBase (i.e., move the fTarget pointer to GrSurfaceProxy)

In GrRecordingContext I moved the auditTrail onto the heap and only there
when compiling for tests. This allowed us to move a lot of files out of
include private.

Current strategy: everything from the top
Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

This reverts commit 97d957d1db.
Reason for revert: Looking at perf, desktop GPUs get better, many mobile GPUs get worse.
Original change's description:
> Remove GrDrawAtlasOp
>
> The base device turns drawAtlas into drawVertices, which ends
> up being *faster* (in my tests) than our specialized code.
>
> It's certainly possible to write a custom version that's better,
> but for now, it seems better to just do this.
