We have unit tests that require api 26 to run, but we have no vulkan
bots that would run them. API 26 is supported on all O devices and I
don't think we'll ever want to run Vulkan on previous android devices.
So I think it is fine for us to just test at api 26 for all our test
bots.

We've run into drivers a few times now that have bugs where they only
expose vkGetInstaneProcAddr and not vkGetDeviceProcAddr. The latest
being swiftshader (which is getting fixed). To avoid this issue in the
future we can just have our tests use vkGetInstanceProcAddr to get
vkGetDeviceProcAddr.

Submitting without additional flushing and syncing GPU/CPU is achievable
with public APIs. Moreover, this testing-only method bypasses code and
can lead to bugs.

Current strategy: everything from the top
Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

This copies the hardware buffer unit test from, which was cherry picked
straight into skqp last year, into Skia proper.
There are not functional changes, but a few of the APIs have been updated
to work with newer Skia.
