shared 'is_trybot' variable, and explicitly check for 0 rather than
relying on patch_ref not being set.

The lack of 'rmfile' steps is OK because all of the temporary paths
are created within swarming's sandbox; swarming will clean everything
up after the recipe has quit.

The file it was reading from is deleted at this point. Removing the
logic for now. If we want to add it in future we can make the script
write to a file and have the recipe read from it.
