Changes the GrD3DTextureResourceInfo member in GrD3DBackendSurfaceInfo
to be a unique_ptr<> so we can use forward refs.
This will allow us to use a shared_ptr variant to manage the
ID3D12Resource on GrD3DResourceResourceInfo, without polluting
client files with Windows definitions. Clients can use GrD3DTypes.h
to get the full declarations, GrD3DTypesMinimal.h for only the forward
references.

Unfortunately in clang 'deprecated' is both a set of warnings (at least
one of which we don't want) and a group of warnings (most of which we do
want). Leave the top level disabled, but re-enable all the warnings in
the group.
Most of the code changes are for the deprecated-copy diagnostic. In
C++11 implementing a copy constructor xor copy assignment operator
the default implementation of the other is still required to be the
default but is deprecated (the compiler can warn against doing this).
The idea is that if there was a need for a non-default copy constructor
or copy assignment operator then both should be implemented explicitly,
since it is unlikely that the default will do what is expected.
Note that the deprecated-copy-dtor has not yet been enabled as there
will need to be a lot more work to enable this diagnostic. Similar to
deprecated-copy, in C++11 when implementing a destructor the copy
constructor and copy assignment operator are still defaulted if not
declared, but this is also deprecated. The idea here is that if some
special handling is needed to destroy the object there is probably some
need to do something non-trivial when copying the object (or copying
should be disallowed).
Also, there are still some deprecated-declarations to clean up on
Android and Mac.

The former holds only a wgpu::Texture, and the latter holds only a

vend TextureViews, not Textures.
The TextureView held by GrDawnRenderTargetInfo is always 1-mip, since
it's a requirement for rendering to a texture in Dawn.

This is modeled on how we coordinate VkImage layout changes between
GrContext and clients.
A type GrGLTextureParameters is used to track the current parameter
state.
When a client creates a GrBackendTexture in order to wrap a resource
they created a new GrGLTextureParameters is created and the wrapped
GrGLTexture will share ownership.
When GrContext creates a non-wrapped GrGLTexture, the GrGLTexture
creates a new GrGLTextureParameters and any GrBackendTextures created
from that GrGLTexture will share ownership.
Clients indicate parameter changes by calling
GrBackendTexture::glTextureParametersModified().
We still assume all texture parameters may have changed after a call
to GrContext::resetContext() (for now). The "timestamp" that is used
to implement this has been moved from GrGpu to GrGLGpu as there were
no other use cases.

Current strategy: everything from the top
Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

Moves method to get GrBackendFormat from GrBackendTexture from GrCaps
to GrBackendTexture so that a GrContext is not required.
Uses kUnknown_GrPixelConfig as failure return from GrCaps functions
rather than an GrPixelConfig* out param and bool result.
Having the texture type be part of GrBackendFormat made removing the
GrCaps function that goes from GrBackendRenderTarget to GrPixelConfig
awkward so that was left alone for now.

This is a reland of 6cd74900da
Original change's description:
> Add support for Ycbcr Conversion Samplers in vulkan.
>
> The only thing missing from this CL is that we need to bake the
> ycbcr conversion samplers into the VkPipeline when we create it. As that
> is a larger change, that will be broken up into a few follow on CLs.
>
> Currently this only supports ycbcr conversion samplers when used with
> external textures.
