extract() can generate silly instruction patterns like v0 = ... v1 = shr v0 24 v2 = bit_and v1 FF v3 = whatever v2 ... This CL skips those pointless bit_ands when we see the mask is an immediate and (0xFFFFFFFF>>shift) == mask.
