To create the vulkan sdk asset:
Install the vulkan sdk from https://vulkan.lunarg.com/signin on a windows machine
The default install dir is C:\VulkanSDK\VERSION
When uploading the CIPD asset, use -s C:\VulkanSDK\VERSION
