Chris Dalton b68bcc4398 ccpr: Remove the dangling pointer from GrCCDrawPathsOp
Actually takes a ref on fOwningPerOpListPaths, instead of just
asserting it continues to exist. Removes unnecessary asserts
surrounding dangling pointers.
