Robert Phillips 2f9dad4b8c Allow gpu_blur_utils* GMs to run with *ooprddl configs
A follow-on to:

https://skia-review.googlesource.com/c/skia/+/333489 (Remove the skipping of some GMs for the *ooprddl configs on the bots)
