Leon Scroggins III fd1fd279a3 Remove unused exposedInAndroidJavaAPI
This method was introduced in crrev.com/974913002 (DIFFERENT ISSUE) for
ViaAndroidSDK in DM. ViaAndroidSDK has been removed, and no one
currently calls this method.
