Jim Van Verth 07c8401a54 Getting Metal shader precompiling working.
* Adds GrMtlPipelineStateBuilder::PrecompileShaders.
* Adds GrMtlPrecompileShaderLibrary.
* Stores metadata with SkSL shaders so we can convert to MSL properly
