Set doConsumeDegenerates to false when calling SkPath::Iter::next() for all paths which are not in screen space. These lines are not degenerate for world space paths. Note: this change fixes only GrTessellatingPathRenderer and GrDefaultPathRenderer. GrMSAAPathRenderer still exhibits the bug.
