Move peek[Surface|Texture|RenderTarget]() from GrSurfaceProxyPriv to to GrSurfaceProxy. Move proxyMipMapped(), textureType(), and hasRestrictedSampling() from GrTextureProxyPriv to GrTextureProxy.
