Ben Wagner 4ca7a812f8 Remove use of brkiter from SkParagraph. ... Most of the lines here are the result of running iwyu to get the right includes after removing all the offending includes. A few constants need to be had from the C api instead of the C++ API to make this work. The SkParagraphTest and SkParagraphImpl are still using C++ API with icu::UnicodeString, which will be cleaned up later.
