Brian Salomon 88d04cb51a Revert "Fix tile modes in SkGpuBlurUtils."
This reverts commit 9c4fa1e9cd.

Reason for revert: breaking things, maybe?

Original change's description:
> Fix tile modes in SkGpuBlurUtils.

> Decimate in SkGpuBlurUtils using GrSurfaceContext::rescale.
> GrSurfaceContext::rescale() works on recording context and
