Make constructors of SkLayerDrawLooper and SkBlurDrawLooper non-public. Remove addLayer* methods from SkLayerDrawLooper. SkLayerDrawLooper::Builder is used to create new objects. Provide factory method for creating SkBlurDrawLooper.
