msarett 5cb4885b4c Rename SkBitmapRegionDecoder and Create function
We no longer need to worry about namespace
conflicts SkBitmapRegionDecoder in Android (which
we are replacing).

Additionally, the static Create() function does not
need to repeat the name BitmapRegionDecoder.
