Florin Malita da34798bee Cleanup gn_to_bp_utils
Don't skip deps from modules/.  The initial exclusion was added long
ago, when Skottie deps were causing build issues.

Now it doesn't seem to be needed anymore, and it actually gets in the
way (see exceptions for various modules).
