Introduce a new hybrid valign extension, kVisualDownscaleToFit (sk_vj: 4):
- when the text shaped at the requested size fits within the box,
center vertically (same as kVisualCenter)
- otherwise, scale down until it fits (same as kVisualResizeToFit)
