Mike Klein e5b08df792 move NEON matrixProcs into matrixProcs.cpp 
This is basically a no-op, just me doing a little bookkeeping to get
src/opts fully cleaned up.  As usual, I want to do more refactoring
after moving this around, as another CL probably.
