Herb Derby 1197b597d3 clean up of cleanup SubRun subtypes
* Move GrBlobSubRun to the .cpp.
* Replace SlugAtlasSubRun with GrSubRun and GrAtlasSubRun to make sure
  all the Slug SubRuns are GrSubRuns.
* const all the test routines.
* Make the down cast blob specific.
