John Stiles d437478348 Migrate even more SkSL tests to run in dm.
- ResizeMatrix
- ScalarConversionConstructorsES2
- StackingVectorCasts
- StaticIf
- SwizzleBoolConstants

Non-ES2 compatible tests:

- ResizeMatrixNonsquare
- ScalarConversionConstructorsES3

Newly discovered bugs:
- skia:11278 SPIR-V does not support casting non-square matrices
