Robert Phillips a29a956d0e Add SkRRectsGaussianEdgeMaskFilter
SkRRectsGaussianEdgeShader will be removed once the usage of the
MaskFilter flavor has been propagated to Android

I will complete the raster implementation in a follow up CL.
