Blink is migrating away from SkBitmaps, so we need an SkImage-based SkImageFilter source. This is pretty much a 1-1 equivalent of SkBitmapSource. To avoid duplication, relocate the SkImage deserialization logic from SkPictureData to SkReadBuffer.
