Chris Dalton eae5c16190 Reland "Enable GrTessellationPathRenderer by default"
This is a reland of 6ea387e7c7

Original change's description:
> Enable GrTessellationPathRenderer by default

> Moves GrTessellationPathRenderer to the end of the chain and enables
