Kevin Lubick b08f804b29 [bazel] Add CI jobs for IWYU ... This removes the previous task driver dedicated to enforcing IWYU and adds individual jobs for the binaries we want to test. This aligns with the current plan of organizing our Bazel CI jobs - going wide where possible.
