This completes the long process of moving all of IRGenerator's code and data into better homes and finally kills the class altogether. There is a lot of #include churn here due to poor header hygiene in the past; IRGenerator.h included a ton of stuff and almost everything included IRGenerator, allowing us to inadvertently be sloppy with our includes.
