Florin Malita 7c7cd30550 [skottie] Add custom props rendering GM 
Also fix a couple of custom props issues:

  - solid layer colors were not dispatched
  - text values were not sync'ed

The resources directory includes some third party content used by Skia.
Licenses for that code are included in this file.
