Robert Phillips f3868628f9 Fission GrSurfaceFillContext into skgpu:: and skgpu::v1:: versions (take 2)
The only really interesting parts are:
  src/gpu/SurfaceFillContext.*
  src/gpu/v1/SurfaceFillContext.*

Everything else is mostly mechanical.
