Brian Salomon 64874eaa30 Avoid using kClamp domain in GrMatrixConvolutionEffect::MakeGaussian. 
SkBlurMaskFilterImpl::filterMaskGPU uses full src proxy as srcBounds
passed to SkGpuBlurUtils::GaussianFilter.
