This CL: moves GrRenderTarget::fFlags to GrSurface::fSurfaceFlags adds a GrInternalSurfaceFlags type and uses it for GrSurfaceProxy::fSurfaceFlags The goal of this is to provide a location where GrTexture/GrTextureProxy-specific flags (i.e., isExternal & isRectangle) can be stored.
