Mark Gillard abdd4f9993 added proper non-exhaustive visitor support to node::visit
also:
- fixed preprocessor snafu
- fixed bool `print_to_stream` overload not being selected
- added `TOML_SMALL_FLOAT_TYPE`
- added is_XXXXX node type metafunctions
- added additional API documentation
