[Fuchsia] Use optimize_max on Fuchsia
V8 was compiled for Fuchsia with optimize_speed instead of optimize_max used on most other platfroms. There is no reason Fuchsia needs to be different, so it's better to use optimize_max. It also allows to save about 1MB on the binary size.
