[api,heap] Remove deprecated Persistent APIs
Removes APIs: - MarkIndependent - IsIndependent - MarkActive - RegisterExternalReference All weak persistent handles are now treated as independent. Users of traced handles should already use v8::EmbedderHeapTracer.
