A64: ElementsKind TODOs
Replace LoadElementsKind with LoadElementsKindFromMap, remove unneeded TODO in DoStringCharFromCode, improve constraints for DoCheckValue and improve code for ElementsKind checking in StoreArrayLiteralElementStub.
