[heap] Enable usage of ArrayBufferExtensions

Enable ArrayBufferExtensions by default. The
last CL (https://crrev.com/c/2078585) that tried to enable this was
reverted because of a TSAN failure. This was fixed in
https://crrev.com/c/2078586.
