[wasm] Move {GetGlobalValue} out of the interpreter
This will allow us to reuse this method in other contexts. This CL also contains smaller refactorings that helped to move the code. E.g. the WASMVALUE_CTYPES macro (defined in value-type.h) replaces the WASM_CTYPES macro (from wasm-interpreter.cc).
