Introduce JSFunction::EnsureHasInitialMap method.
This change enforces explicit allocation of the initial map for each JSFunction to introduce a proper layering between the JSFunction class and the Heap class. A follow-up change will then handlify the two functions AllocateInitialMap and AllocateFunctionPrototype.
