Make CurrentContext return Handle<Context>::null

I noticed that ScopeIterator::CurrentContext returns an empty Handle
whereas functions like ScopeIterator::CurrentScopeInfo call
Handle<Context>::null() instead. This commit suggests changing this for
consistency.
